Safety management systems proposed for some airports

The Federal Aviation Administration is laying down the framework to continue making flying safer. To do this, the FAA is proposing that airports with Part 139 certification devise a safety management system.
Airlines that are Part 139 certified cater to aircraft of more than 30 seats. The proposed safety management implementation would affect 553 airports in the country.
In a statement, the FAA said "this proposal will help airports enhance safety by developing an organization-wide safety policy; implementing methods to mitigate airport hazards; and analyzing and mitigating risks before they change airport procedures or infrastructure."
The Transportation Research Board says that using a safety management system is a more effective way to enhance safety. They note that, historically, measures were created in reaction to a past event. However, with the low accident rate, such a method is no longer considered very effective.
Furthermore, the board says that most accidents today are the result of human error, not equipment malfunction. They say using safety management systems is a more proactive approach to reducing accidents.
