Arizona says Part 61 flight schools not governed by vocational college laws

Tough regulations that govern the structure of vocational colleges in Arizona do not apply to some types of pilot training schools, according to a ruling by the Arizona State Board for Private Postsecondary Education issued this week.
Greg Pecoraro, vice president of airports and state advocacy for the Aircraft Owners and Pilots Association, said "the misapplication of this law could have done more harm than good and would have had a negative effect on the availability and affordability of flight training in Arizona. We appreciate careful deliberation of the board and its thoughtful decision on this matter."
The AOPA said that the law, which was intended to prevent unscrupulous for-profit educational institutions from taking unfair advantage of their students, would have put many legitimate flight schools out of business and made it difficult for student pilots to obtain necessary certification in the state.
Pilot training programs are springing up across the country, including vocational programs in some high schools. Such courses can give prospective aviators a head start on getting into the air.
